A government decides what the common welfare is by looking at what the people need.So if the people is in need of something then that's when the government steps in and help. That's how they can decide what a common welfare is. No, a government should not because what they think is good for the citizens might not be that good. So what they should do is let the people decide and say what they want and what is good for them. Sometimes the government might just be thinking about it's own self.The problems are that the people might not agree. Maybe while the government is deciding what is right for the people they might come up with their own selfish reason's and not think about the people. That's like making decisions for somebody else. So in this case I think that every government should let the people say what is best for them and what is not.

2. Yes i do because none of the countries in the U.S are perfect and they all need some kind of help that may not be found in their country.
3.Some problems are that they're speaking on how they're going to make some changes to lower crime rate, improve their enviorment to better their animal growth, etc. but nobody are following through with there plans nor are they taking action with what they're saying to better their contry.

a. The government when making the decisions they have to make sure it benefits all the citizens and its good for them.
b. If a government makes a decision and it doesn't benefit others only some its wrong. When making the decisions the government needs to consult the community representative to make sure when making laws or statements it goes for everyone.

I Think the government decides probably from estimating or having meetings about the situation.I'm not really sure what they would decide on.
The government has to attempt to make changes because they are the ones that make rules and other things for the U.s.
Some problems could be that they can decide on some "Goods"That others don't agree on, Which can cause a problem or a protest.

I guess they talk it other because you probably need more than one person perspective. You need more than one just to be sure and because a government do everything together. Yes because you shouldn't just have one person making all the decisions. You should have some one that is a citizens to talk. Some times i think that the government doesn't take in consideration of people in the government all the time. What i do think they do is a have some one that haves absolute power make all the deciding in that governemnt.
I really don't understand what the first question means but the for the second question i believe they shouldn't. Because the government can only assume what the people want.They really don't know the situation there people is living in. You should be living with the people to know what going on. Half of the government don't live in the countries that is going through a hard time so i believe that the people should make the decision. And the government can see what they can make better.

Some governments believe in Civic Virtue and they base that on the common welfare of their nation. In a republic government they d believe in civic virtue and that is why they do not have dictators. I don't think government should make decisions about what is good for it's citizens without their consent on things. What is god for a government is not always necessarily good for citizens. Governments reach problems with trying to decide what is "good" because citizens may not agree with it as i said and they might try to riot.
By looking at the peoples enviorments and looking at how they interact. Not really because it depends on what the government may want because sometimes what is good for the government isn't always good for the people.Sometimes what is good for the government isn't always good for the people or the enviornment.

2. It depend on what the rule is for the country. So it for the people to decide if there a god citizen. But a good citizen wold be to follow the rule and laws. and respect others.

I think the government decides what the common welfare is by think about what is best for it citizens. Yes a government should attempt make decisions that is good for our citizens because if your not making good decides for your citizens they may not agree with it and leave. Some times they decide on what is good for the government not what is good for their citizen.
I think a government decides what are the common welfare is because some time the government talk to people of his country to help him make this decides how he is going to help the people and I read the sentence that ms.Jackson wrote it said that he try to help I think a government should help his people and I think that is very good for the people.

1.I think that "government" works how the citizens have the power to govern what i mean by that is that the people make the decisions of how the country should be run. Like the U.S the people are the ones that make the decisions. Like if the government want to make a law it has to go to the people first so then the people can vote.

I think the government decides what the common welfare is is by looking at the country's GDP, by looking at the people themselves and seeing how they value their community, and counrty.
